Implementation of the Functions of the Village Consultative Assembly (BPD) in Supervising the Village Head

Abstract

The purpose of this research is to find out and describe the implementation of the function of the Village Consultative Body (BPD) on the supervision of the Village Head in Hambawa Village, Mataoleo District, Bombana Regency. The research method used in this research is using a qualitative descriptive approach. While the informants in this study were the Head of the BPD, the Secretary of the BPD, members of the BPD and the Head of Hambawa Village, Mataoleo District, Bombana Regency. The data collection techniques are through observation, interviews and documentation. The validity of the data is done by triangulation of data through triangulation of sources, methods and triangulation of theory. The results showed that in general, the function of the Village Consultative Body (BPD) in the administration of Hambawa village administration, Mataoleo District, Bombana Regency seen from the implementation of its functions had been running well, namely: seen from 1) the supervisory function, 2) the function of channeling aspirations as a means of channeling aspirations for the community, 3) the function of protecting customs by maintaining cultural values such as rice harvest party activities, 4) a representative function by establishing village regulations with the village head and accommodating the aspirations of the community. However, not all functions achieve optimal results. One of the functions that have not run optimally is the legislative function, this is due to the relatively low knowledge and expertise of BPD members in formulating a good draft Village Regulation with the Hambawa Village government, Mataoleo District.
