Abstract

This study examines the application of management functions — planning, organizing, actuating (implementation), and controlling — in the operation of purse seine (bagan) boats and their relationship with fishers' income in Kolaka Regency, Southeast Sulawesi. Field research was conducted in October–November 2024 with 12 purposively sampled bagan units selected based on operational data availability and respondent willingness. Data were collected using structured questionnaires and direct observation; instruments were content-validated and tested for internal consistency (Cronbach’s alpha). Analyses included descriptive statistics, correlation, and multiple linear regression. Findings indicate variation in management function implementation across units; mean scores (1–3) were: planning 2.45; organizing 1.92; implementation 2.03; controlling 2.35. The regression model: Y = -2.96 - 0.51X1 + 0.11X2 + 1.84X3 + 1.40X4; however, the model was not statistically significant (F-test p = 0.153), and most coefficients were not significant at α = 0.05. Cautious interpretation suggests that implementation (incentives and profit-sharing) showed the largest positive association with income variation although not statistically significant. Main limitations include small sample size and seasonal variability. Recommendations: strengthen implementation practices (incentive schemes and fair profit-sharing), improve operational record-keeping, and conduct follow-up studies with larger samples and inclusion of additional economic covariates.
